Commencing Immediately

The Agri-Environmental Advisor will provide technical advice to Island agricultural producers to assist them with implementation of beneficial management practices that will reduce environmental risk to the provinces and improve energy efficiency on farm. This position will be responsible for coordinating the Alternative Land Use Services (ALUS) Program activities/files for the Department. The Agri-Environmental Advisor will also perform building permit inspections for all newly proposed livestock facilities to be constructed in the province.
Duties will include:
• Provide technical advice regarding beneficial management practices to reduce environmental risk on Island farms such as Island producers wishing to construct fuel and pesticide storage, manure storage and handling systems and silage storage and Island producers wishing to construct livestock facilities to reduce farmyard runoff or to relocate livestock facilities if they are currently located within riparian areas;
• Ensure that the latest requirements with respect to storage of hazardous wastes and fire protection measures are incorporated into projects;
• Provide technical funding approval to the above projects, inspect projects upon completion to ensure that they have been constructed to specifications and that they meet the Canadian Environmental Assessment Act (CEAA) Construction Guidelines and approve final project expenditures;
• Conduct On-farm Energy Audits associated with regular farm and farm equipment maintenance or management under the Canada/PEI financial incentive program that cost shares projects leading to improved on-farm energy efficiency;
• Provide technical advice and assistance to Island producers regarding equipment maintenance or management efficiencies (including maintenance/cleaning of heaters, motors, pumps, ventilation systems), efficiency of equipment or systems for new buildings or expansion of operations and improvements to fuel efficiency for tractors and other related farm implements;
• Promote renewable energy systems within the agricultural community;
• Ensure the department remains current in relation to on-farm energy efficiencies;
• Coordination of the Alternative Land Use Services Program (ALUS);
• Conduct building permit inspections for all livestock facilities that are being proposed for construction in the province;
• Other related duties as required.

Qualifications
Minimum Qualifications:
• Successful completion of a recognized environmental technology, agriculture technology, or energy systems post secondary program.
• Considerable program management/administration experience is required.
• Experience in work related hazardous product storage facilities, manure storage and livestock facilities is preferred.
• Knowledgeable about agricultural and environmental legislation, regulations and guidelines would be considered an asset.
• Good understanding of the agricultural industry and related environmental issues.
• Demonstrated equivalencies will be considered.
• Excellent written and oral communication skills.
• Excellent interpersonal skills.
• Valid Driver’s Licence is required.
• Skills in Computer application including excel and word processing. An understanding of GIS software and GPS technology will be considered an asset.
• The successful applicant must have a good previous work and attendance record and acceptable Criminal Record Check.
• Bilingualism is considered an asset.

Preference will be given to employees as per section 37.01 of the UPSE civil collective agreement.
